EXECUTIVE SENIOR MANAGER OF HUMAN RESOURCES

This is a senior level executive and managerial work directing, coordinating, administering and evaluating all
aspects of the organization's Human Resources and Organizational Development divisions. This position reports
directly to the Executive Director to ensure best practices are instituted and maintained throughout the agency. The
incumbent is responsible for developing a robust, strategic method of workforce planning and management, as well
as managing all aspects of human resources and organizational development to include (but not limited to):
personnel policies and procedures; transit-specific regulations (i.e. FTA, FDOT); employee relations; compensation
administration; absence management, employee benefits; training and development; performance management;
labor relations; human resources information systems (i.e. HRIS); succession planning; affirmative action/Equal
Employment Opportunity (EEO) implementation and compliance for the agency. This position provides strategic
guidance to multiple levels of management (i.e. executive, middle, supervisory) on work-related matters; develops
and implements long-term strategies, while ensuring consistency with the mission, vision, core competencies and
goals of the agency. These duties are performed under the direction of the Executive Director and reviewed through
conferences, reports, and evaluations of results obtained.
SKILLS:
• Thorough knowledge of applicable laws and regulations related to the human resources profession (i.e. COBRA,
HIPPA, FLSA, ADA, ADEA, EEO, etc.);
• Thorough knowledge of principles, best practices and techniques of human resources administration,
organization and operation;
• Thorough knowledge and understanding of federal, state and local employment laws and regulations;
• Ability to interpret and administer human resources policies and procedures;
• Ability to effectively resolve personnel issues and problems by creating a positive outcome for both the agency and
the employee;
• Ability to maintain a high level of confidentiality and communicate with tact and diplomacy in all situations;
• Ability to effectively plan and supervise the work of subordinate personnel;
• Excellent written and oral communication skills;
• Effective at preparing detailed reports and related memoranda under very tight timelines;
• Robust interpersonal, communication, facilitation, and conflict mediation skills;
• Ability to identify, analyze and solve personnel problems and render advice and assistance in these areas;
• Ability to establish and maintain effective working relationships with subordinates, superiors, government
officials, and the public;
• Thorough knowledge of management best practices and personnel administration;
• Ability to plan, direct and present long-range plans and programs;
• Ensure compliance with the agency’s hiring, policies and procedures, including completion of all required preemployment
background checks, exams, and test.
MINIMUM REQUIREMENTS:
Bachelor’s Degree from an accredited college or university with major coursework in Public or Business
Administration, Human Resources Management or related field; plus, a minimum of six (6) years of experience as described above, which includes a minimum of four (4) years of responsible management and supervisory
experience within the human resources field.
