DIRECTOR OF SUPPORT SERVICES:
This is advanced management level work directing, planning, and providing overall leadership for a Division, which
includes responsibility for resource allocation, operations, budgeting, and personnel.
An employee in a position allocated to this class is assigned to a Division based on size and/or scope of complexity
within a Department. The Division Director III differs from the Division Director II with the defined scope of work,
complexity, fiscal responsibility, finality of action, and technical requirements. Work is performed independently
and with initiative to govern in a manner that ensures compliance with the highest industry standards and all
applicable regulatory environments. Work is reviewed by Department Director through conferences and reports for
adherence to established policies and achievement of desired objectives and goals.
SCOPE OF WORK:
Thorough knowledge of the principles, practices, and procedures of public and business administration, as
applicable in a large organization. Provides long-range planning and policy development and direction of Divisional
policies in consultation with Department Director for maximum utilization of financial and human capital.
Provides leadership and supervision of employees in the assigned Division that includes creating goals, objectives,
and accountability; issues counseling forms/disciplinary actions; handles employee complaints and grievances;
recommends the hiring, termination and promotion of staff.
Plans and reviews the operating budget for the Division and monitors contracts; seeks out and develops external
funding sources.
Develops and leads an annual plan for program development, evaluation, performance management, and analytical
activities designed to assess the efficiency of Division services in achieving the Department’s long-term goals and
objectives.
Works with Department Director on advanced issues to implement solutions throughout the Division or
Department without disruption.
Effectively presents information in writing and orally to the Department Director and various community groups.
Directs the development and negotiation of contracts with service providers and develops performance and quality
standards for same.
SKILLS:
Thorough knowledge of the principles, practices, and procedures of public and business administration, as
applicable in a large organization.
Thorough knowledge of County budget and accounting principles, practices, and procedures and how to apply this
knowledge to administer and coordinate administrative and operational budgets.
Thorough knowledge of principles and techniques of effective communication.
Skilled in advanced leadership techniques and practices to evaluate and determine organizational goals and
objectives, maximizing effectiveness of organizational work units through staff selection, assignments, and team
building.
Ability to establish and maintain effective working relationships with governmental agencies, public officials, private
officials, and the public.
Ability to exercise sound independent judgment and tact in working with people and applying and interpreting
departmental policies and procedures.
Ability to present programs and ideas clearly and concisely, in writing and orally, to both small and large groups.
MINIMUM REQUIREMENTS:
Bachelor’s Degree in Political Science, Public/Business Administration, or related; minimum of six (6) years of
experience in the state or federal legislative process.
OR
Master’s Degree in Political Science, Business, or related; minimum of four (4) years of experience in the state or
federal legislative process.
